Can You Start a Business In Canada?
“I am not from Canada but I’d like to start a business there. But before starting I’d like to know, may I do that in principle?” may_light asks in the About Small Business Canada Forum.
As I say in my reply, basically you have to be a Canadian citizen or a landed immigrant to start a business in Canada.
Otherwise, you can apply to immigrate to Canada as a business immigrant, partner with a Canadian or set up a corporation with the requisite number of Canadians on its Board of Directors.

(If you already have a corporation in another country, you may of course open a branch in Canada.)
